At 23mm you're close, raising them, which lowers fuel level ( for the newbies) , that'll probably do it.

The idea with the fuel level (4newbs), stated in the manual, is always to have the resting level in the bowl so as not to depend on the gasket too much. I've heard the general rule of thumb is a couple mm below the gasket. Right now I'm where the washer meets the bowl.. I'm sure it's the cheap floats causing the problem, but bending that tab any more is too much.
