    Yes I cycled them after draining.

    Yes I followed that exact thread and stretched the diaphragm.....verified it worked with vacuum pump.

    It was the outboard left carb causing the flooding. not looking forward to carb removal.

      Did you check the float bowl gasket? If it's sticking into the bowl one mm, and the one side of the float is bent by one mm, it may be hanging up. You could try to remove the bowl and trim the gasket with a sharp knife before removing the carbs.
