Check and make sure your throttle cable is in place and that the carb linkage isn't hanging on something. Like a boot clamp.

And just below that item if you go back to the carbs parts page, they also have the replacement butterfly screws...since you'll need to grind off the crimped/peened end of the OEM ones on there!

It seems to me that if the butterfly shafts are so loose in the carb bodies that the valves are sticking it seems it will need a little more than rubber seals to fix it. It would need bushings in the shaft holes.
I can't see these carbs getting that worn with the design they are. Unless those shafts are absolutely flopping around in the bores I would bet on another cause.
Just speaking from 35 years of experience rebuilding all types of carburetors.

Funny, I've never experienced the "swelling" issue and Ive been into a lot of these carbs. I've actually never heard of that and I'
've been around since 2009. (different name) So, not so common.
I hope the problem is that easy to fix for you.

I thought it was common knowledge on here when it was sticking... It's the seals swelling? At least that's what I've gathered....
They soaked my carbs in some unknown cleaner to me for a weekend After I told them not to.
I bet that was the problem.

That's just another reason we suggest here that you learn and rebuild these carbs yourself.

So basically I have to take the carbs out at really look and see what the issue is.
That would be your best approach. Ordering parts before you actually know what you need can end up being a waste of time and money. You may get it apart and find that the issue is being caused by bent or rusted linkage parts.
One other thing is, if the butterfly valves were removed when the carbs were gone through before they could very well be off center or the screws may have come loose. Either would cause hanging up.
I would be very doubtful of the seals but then I have been wrong before.......lots.

Down to one 1978 E. Stock air box with K&N filter, 81H pipes and carbs, 8500 feet elevation.
I used carb soak before and the throttle plate seals swelled. I then soaked them in mineral spirits and they returned to normal. I thought all of the Chems would have disintegrated the rubber but that was like a decade ago.
Since they started sticking....I have been using silicone spray at the shaft ends.
Its worked for a while, but yesterday no matter what I did, would not work.
It will stick at 4k RPM, till I push the linkage down with a screwdriver.
Rinse and repeat

I don't think it is a "meatloaf and the pan" type of thing, so I believe every now and then someone suffers the fate of this occurring. Sorry it had to be you.
IF that rubber swells, it could itself push the stem off center if it swelled inconsistently. Therefor pushing the disc off center.
If you know the rubber is swollen, and has been that long, it is probably misshaped by now as well. You will need to replace them no matter what the other issue might be. I would order the seals, and pay close attention to the rest of your linkage and such on your way to getting the new seals installed.

Funny thing is, I had to trailer my bike home, pretty much from the same area I bought it from back in march
