Maybe whoever had the clutch cover off last didn't properly set the return spring? JAT

Edit; Page 3-42 of the FSM explains the proper assembly procedure.

If the inside have not been tampered with it should work.

Is it rubbing on anything, well lubed ? I seem to remember having to have the XS750 kicker I put on my 79 in just the right position for it to work freely.
Once it was working freely I loved starting it with my right palm in front of friends keeping my thumb out of the way just in case of a backfire. My 79 started before I could hardly even move the kicker and starting with my hand just was so cool.

If you have any crank left twards the bottom end, it might spring back to position for a better kick. At least that was the way my old Honda was...
