ok, don't give me too much crap because I already feel like an idiot. I recently swapped tanks with a guy and I kept my lock . When I tried the key after re-assembling it works but the cap doesn't .The tumbler come out but the hook doesn't move. WTH am I doing wrong? Seems like the spring should be moving the catch on the hook.

Bear - you might try just hitting it with some graphite - maybe it needs something to ease the way for the key to turn it?
The lock should screw in with 2 screws and the lever/latch should be in the down position (i.e. level) when the lock is in the neutral up and down position - and move down (towards you flat) when the key is turned. Is it moving at all?

The problem may be that he's trying to put a lock from a standard tank into the cap of a special tank.
