Yep, it'll clean the rusty metal under the chrome, then it will eventually rust again but it will stay clean for a while unless you like to ride on the beach at Daytona.
Evapo-Rust is at Harbor Freight (two isles over from the cheap Chinese torque wrenches), Lowe's, True Value, AutoZone, Advance Auto, O'Reilly's, Pep Boys, think of another place and they probably have it too.
The 'Metal-Rescue' version is at Home Depot.

Metal Rescue is in most Home Depot stores. They have it here in Dahlonega, so they must have it in Lawrenceville. It's magic!Marty (in Mississippi)

I have never touched the starter..you were the last person in there...so if everything was torqued alright to begin with would the bolts become loose over time?1980 XS650G Special-Two

Rust
There is another chemical (Dry Coat) that is recommended to use after the rust remover to prevent rust from coming back.

Part of the instructions include rinsing with water when you have removed the part from the chemical. Then immediately rinse with alcohol and dry. This is supposed to stop the flash rust.

More ideas for hot start problems:
Worn or dirty brushes
High mica and/or a worn commutator.
The starter bearings are worn and the armature is dragging/binding on the stator when it's hot.

We got it fixed this evening. A combination of dirty starter button and starter relay contacts. We had to take the relay apart and clean/polish the contacts, same for the starter button. Works every time now. We spent more time shooting the breeze in the shop, it was a good evening.Slow down and enjoy life. If you are in that much of a hurry, you should have left eariler.
