Just connecting a charger to the battery in bike shouldnt blow a 30 amp fuse. Even on a dry battery, the most your going to deliver from a 2 amp charger is 2 amps. It would make no difference to the charger if the cells were shorted, other than it wouldnt charge. Theres no way the charger cold blow that fuse. I would be looking for the cause of that. Was it blown, as in link disintergrated by a high current surge, or was it melted in the middle due to an extended period of current at, or just above the rating of the fuse? Bearing in mind that fuses of that type are 'coarse' current protection and can handle up to 1.5 x their rating for up to 4 hours before blowing. Either way, blowing the fuse will be due to something downstream from the battery.

IMO, I would suspect a voltage drop(weak connection), as the regulator just 'reads' a low voltage and continues the charge at the higher amp.(14.2+) constantly overcharging the battery.
