      I had a similar experience, lever would not get hard.
      With rubber hoses you can squeeze them each individually, and that will tell you if one side is pumping up, and getting hard or night.
      The side that I used grease on the seal pumped up.
      The side that I used brake fluid on the seal did not pump up.
      So I took apart the non pump side, applied grease to the seal and it pumped up and we were good to go.
      It took lots of pumping, more than would seem normal to do the job.
      Then sometimes a few strokes and all is good.
