      The filter is probably a small fuel filter replacement from the look of it. Many people do not bother to put a filter on there. As the guys have stated, that T on the carbs if a vent for the fuel bowl, air has to go out for fuel to come in and all. So, as long you do not plug it off, it will work fine. Some folks put a small screen on a piece of fuel line off the T, or you can simply put some small amount of steel wool in the line, whatever you want, or nothing. The reason for putting something over the line is simply to keep critters from going into it and building nest or dying and having their carcus swell up that plug the line.
