Thanks for all the replies To answer a few of the questions that came up, I'm in AZ (Maricopa County) and the vehicle emissions here are far worse than CA. Every vehicle newer and including '67 needs to be tested yearly, newer vehicles are exempt for a few years or need to be checked every other year. For my '79 bike the standards are :
Hydrocarbons in PPM 1800
CO in % 5.5
I have a 4-1 aftermarket header that is singled walled and I TIG'd in the O2 bungs; this really helps to tune each carb individually. I'm running the stock 42.5 Pilot jet, but need to look at the float still as I do have one carb that is rich at idle. Thanks again for all the great ideas on the snap-ring removal/install!!

I am surprised that they're checking bikes; I don't think even California does that, but I may be wrong. I know that here, only certain counties do emission testing, and once the vehicle is over 25 years old it becomes exempt even in the places where they test.
