    Were the needle ends blunt or sharp? A healthy idle screw is almost as sharp as a sewing needle.

      could it possibly be a kink in the fuel line that feeds
      3 and 4?

      if you have the carbs off already, with the float bowls removed
      and the carbys upside down, blow into the fuel inlet hose with ur mouth,
      there should be no air leaks at the float, then slowly tilt the carbs
      so the floats begin to open while still blowing into the fuel inlet hose,
      you should now here and feel air pass thru the float valve, this will
      tell you if you have any blockages.

        Make sure you have spark to those two cylinders and if you do, that the plug wires didn't accidentally get switched.

          no kinks, bowls are full.

              What kind of condition are your carb boots in and are they sealed to the head?

                      whats happening with the engine for you
                      to think that its not getting fuel?

                          runs on two, 3-4 pipes are cold, I can rev it up and the 3-4 pipes warm up like its fueling on the main jet

                              the vent tube isnt blocked or anything(tho that would cause the carbs to flood)

                              was the bike running properly prior to the carbs being pulled down?

                                carbs are not flooding, bike was running good 4 years ago, then it started acting up, been sitting since,
