Like Pat says, yes it is normal that you would notice it, but if it's drastic you probably have an issue, I would guess.
Is it a huge difference? Or just a little bit brighter?
Happened to mine when I first got the bike.
Headlight was just yellow looking, not white. And drastic change from idle to higher rpm. Turned out to be a connector behind the fuse box melted.
Check your charging rate, should be around 12 at idle and max out at 14.5 at around 4000 rpm i think?
If it's not up to par, check all the connectors you can find and make sure as best you can that they're contacting well.
If any of them get hot with the bike running, they have resistance and need to be cleaned or replaced. If you still have glass fuses, feel them aswell. Look for any wires that looked burned too.
Do your blinkers work better when you rev it? Or do they not work at idle when the brake light is on ? Those are symptoms mine had.

Yes, my signals would only blink when I would rev the engine.
At idle they would come on, but not blink.

Yes, this bike like my Honda only charge after about 3000 rpm. Below that the battery just drains. What you are experiencing is normal.

If you REALLY want to see a dim headlight at idle, put a stronger wattage bulb in there. Well, of course you don't! :-)
