Not to sound like an @ss, but there are two problems that happen. The one you are getting is the piece of junk DNS servers that the hosting site has that fail pretty consistently. I've posted the workaround for that as the only other fix for that would be for the owner of the forum to move to another hosting location as the hosting site is clearly not going to fix their DNS servers unless they go down hard. Adding the line to the hosts file will fix that for good. I don't know the cause of the other, but it has something to do with something getting triggered that is seen as a security issue and gets your IP address locked out.
Once I put that line in the host file on my laptop and my desktop computers I never had that particular problem happen again. I've had the site not respond a couple of times, but it's been really few and far between.
