Rich's point is this...(I think). The filler neck in the tank extends about an inch below the gasket surface. This leaves a void that traps air when you fill up to the rim wit the bike level. The only way to replace the trapped air with more fuel is to over-fill it a bit and agitate the air pocket out.
I get it, but personally speaking, my butt would rather I stopped every 100 mi or so to give it a rest, so I'm not a candidate for this fill-up method.
