Jack, I would look at the threads in the head, and run a tap to make sure they are good. Then go ahead and install the stud/nuts, and soak the nuts in penetrating oil. after a day or two, try to pull the nuts once again. You can use permatex stud mount when you install. once they are in, let set for a day and try to remove just the nuts.

To get the nuts off the stud, get a couple of nuts the same thread as the stud and put them on the both on the cylinder side thread, and tighten them together really tight. Then hold the inside one with a wrench and loosen the exhaust nut. Then just unjam the two nuts. Called double nutting, also works for installing studs.

Since the nut is round, place it on a piece of steel or iron, and tap it with a hammer as you roll it on the steel. Some penetrating oil will help a lot. After a few revolutions and tapping, the nut should come right off the stud.
