Not an XS expert, but I had a similar problem with an RD which turned out to be a Reed Valve broken off. Intake Valve stuck maybe?

I would start with a compression test, If it's good, go back to the #1 carb and check float height. You may also want to check for any leaks around the intake manifolds.
Check for correct routing of fuel lines, and be sure breathers (vents) for the carbs arre not plugged. The vents are the TOP "T" fittings, and go to the top of the air cleaner. They look like fuel lines, and do get "crossed" sometimes.

Assuming the compression is good (check it first,) did you replace any carb parts?

New pilot jets from Mikuni look more or less the same but pass mant times more fuel per jet number than stock. Also K&N aftermarket jets and other aftermarket jets are commonly way off and aren't worth using. If this is the problem #1 plug will be black...
