        Your first picture of the float height shows me you are NOT measuring it correctly. The measurement needs to be from the lip, not the lower flat between the two lips. This will give you a high float and rich mixture. My guess is you are about 1.5mm off.

          Some versions of these carbs have a rubber plug that goes in the pilot jet tower. I notice your carbs don't have the rubber plugs.

          Do you know if there is a passage between the main jet tower and the pilot jet? If there is no passage , then you are OK. If there is a passage, you need the rubber plugs.

          I think the pilot jet is the same size in both cases, so it doesn't seem like this issue would be related to your poor idle.

            In my 1980 standard carb rack the was one pilot screw that was broken in the #3 carb. I put in a used #3 carb body but found it was from a Special and had the hole that needs the rubber plug. So three of my carbs have no plug and one does. Bike runs like fuel injection. Here is what the plugs look like.

                  I have those rubber passage plugs. If one wears out and falls in the bowl, the bike won't run right.

                    The bowl should have a post on it to prevent the passage plug from falling out.

                    Now if it rots away from ethanol, that's another story.

                      I am confused... What lip? I see a very very small rise on the rim there... almost imperceptible with the micrometer. Every post I have seen using calipers or a guage shows measuring of the metal gasket surface. Here are some photos... as for the plug, I don't see a passage between the jet passages? Not entirely sure where that would be.

                            Alright, so I adjusted the float height again based on a few comments.. using the small ridge in the center of the gasket face. The float now sits higher. Also made sure they were bench sycned, and then put them back on the bike to see if there is any difference. I would say the bike starts faster... but still struggles to run at all off enrichener. Dies with the slightest throttle. Also, before I had the carbs off, number 4 pipe would stay cold until the enrichener was removed then it would come online. Now, number 1 does this and 4 comes on fine....

                              Double check the pickup coil wires! Use a VOM at the connector for the ICU and pull each wire a little bit. Just a thought.
