Tokarz, the springs in my fuel taps got tired and weak and the diaphragms wouldn't close properly - so the fuel flowed through even when the taps were at 'ON' position. I stretched the springs, but within a week or so, they'd crapped out again. I ditched them and cut some ballpoint pen springs to size and tried them. Never had any problem since.
While you're in there, be sure to clean out the 'spooge' hole in the housing on the vacuum side of the diaphragm. If this hole is plugged, even a good spring will not push the o-ring into the seat hard enough or quick enough to stop the fuel flow.
With the petcock taken apart, you can tell if this hole is plugged by sucking on the vacuum nipple, as the engine vacuum would do, then blowing on it. If it is plugged, you won't be able to blow back through the nipple.
