My charger is a 12 volt charger that can trickle charge (2amps) or 10 amp charge. It does not tell me when the battery is fully charged. I just assume after 2 hours at 2 amps that it is charged.

I pulled my plugs out. Each was black, some were a little wet, I cleaned them, and put them back in. The engine started right away. Now everything I have read say you cannot adjust the Carb mixture. Is this true, I somehow think they may be fouling very quickly. This could be the problem.Comment

yes,look at the electrodes of your 4 bougies,the gap may not be more than a normal steel sawblade thicknes.
and look if the earthwire connected too the engine makes a good contact
