Found this sitting next to spark plug on head - any guess what it is?

I found this on "Bike #2." I have absolutely no clue what it is. It comes apart into two pieces. I don't know if any valve work has been done to this motorcycle. I do see evidence of gasket seal leaking down the head.
I do know that whoever was working on it should definitely STAY AWAY from tools. The carbs were way out of adjustment - one mixture screw was almost completely bottomed out, the next one out over 5 turns, with heads mangled. Number 2 pipe is blue all the way from the header to over half way down the pipe. The bike wouldn't even idle or really run.
There is a 7/16" socket stuck on the oil filter bolt head (which is presumably stripped out).
I have it extremely really well, now.1980 XS1100G. Work in progress.
