This isn't the one that i'm modding (posted about that one in the past few days...that's the SF)...this is the SG that i'm trying to keep mostly stock. SO bummed right now.

Gonna have to pull it back together with a clamp, THEN clean paint off and wire-feed weld it back to frame rail(preferably a skilled welder).

You might want to consult a qualified welder about that. If that brass looking stuff is indeed brass, welding will not be an option, without taking all the brass off. Including the brass that is diffused into the steel.
Silicon bronze might work as an over lay to the brass, but there again, a qualified welder would know. Lay a quarter of an inch of bronze all around the edges, and it might work.
If it isn't brass, "Never mind".
Do I see a tiny crack in that frame tube ?
To the left in the weld ?
Could have rusted on the inside of the frame tube ?
If so, time to look for a donor.
Have to at least partially agree with donebysunday. That frame area does have a lot of additional stress in that frame location.
