The running lights are a good place to check because of the way they run through the fender. I think there are other wires under the rear fender as well and I am not sure why they are there...perhaps provided for lighting on luggage?
Not long ago I checked my voltage at the tender connections which mount right on the battery and as I recall I got 14.5 volts when I revved the engine. I have a digital volt meter mounted in the fairing (tapped into the running lights) and it reads about a volt lower. something else I'd like to address. I have cleaned the ignition switch I even bought a new one to compare the ohms across the switch and they were exactly the same.

      Update

I went through electrics could not find a definitive short. Replaced the fuse block, replaced previous GPS connection, I fused the rear tail lights and installed a fuse in the fairing on the running lights. Ran the bike about 100 miles and so far so good.
