Greg, they are fairly restrictive. Harley really choked the stock bikes to get them to meet EPA standards, which is why a muffler change and a rejet is usually worth about 20% more power on these (it should be so easy on a XS...).
With that said, you're not running a V-twin with an odd firing pattern, so with the smaller cylinders/even pattern it may be fine. And guys have been known to use an extension on a hole saw and cut all/part of that baffle out, gaining power (and noise). If you can figure out a way to reconnect the crossover, it should be worth 3-5 HP...
