Those valve clearances are a bit Loose for the intakes, at least # 1, 3, 4 even with the earlier looser specs.
The old specs for the earlier machines were
IN: 0.16mm - 0.20mm
Later changed for the later engines a bit tighter:
0.11mm - 0.15mm
The Exhaust appear to be within the loose spec range, and we know they will tighten up with wear.
As folks have stated, the dots appear to be in good alignment as long as the timing mark "T" mark is pointing at the pointer.

Well, I got the Oil pan and exhaust back on tonight, I put a new gasket on the oil pan and a thin coat of high temp gasket goop on both sides. The exhaust didn't fight me to much just kept everything real wiggly and loose till I had it all hooked up. A friend of mine brazed my muffler crack. I of course lost my O ring for my oil filter canister, so ordered a new filter, I am thinking of putting another coat of high temp gasket goop around the edge it always seems to leak lol.
I think I am going to put oil in it and spin the motor with the starter for a few minutes and recheck my clearances on the valves before I go to pulling shims and replacing them again. I don't know how I didn't hit the mark but it is what it is.

You shouldn't need any goop. Are you talking about leaking from the edge of the oil pan or the oil filter housing?
An oil filter leak is usually caused when someone loses the small o-ring from the filter bolt or when the large o-ring slips out of the groove in the housing while the filter bolt was being tightened.
The first can be fixed by putting the o-ring on the bolt where it belongs.
The second can be fixed putting the o-ring in the groove with a few dabs of grease to tack it in place, then holding the housing in place against the bottom of the engine so the o-ring can't pop out while you tighten the filter bolt.
If it's the oil pan that's leaking, take your time and don't get in a hurry.

Cool, you really should try to figure out why the housing leaks and use a new o-ring when you change the oil filter but you can use goop until you figure out what's wrong. Be careful because if you use too much it can ooze into the housing.
Once it's inside the housing the goop will either be forced onto the oil filter and embed itself in the pleats where everything will be just fine or it will keep moving around until it's forced through the oil pressure bypass valve into the main oil gallery where everything will be not just fine.

I put a very small bead in the channel the big O ring goes in didn't get any to squish out the outside.
on Valves.
I spun it over probably 20 times and check my clearances on shims and they numbers have changed for sure. I am going to measure them all with my friend tomorrow and will post the readings

Well, I measured everything again and pretty much have the same readings.
I think I will go 5 down on 1 3 5 might as well as I still have a bit of time till carbs come back.

24 18 25 25 I put +5 shims in 1 3 4. They all came out between 20 and 18. Put a bead of goop around set the gasket in it, put the cover on (screw with clip is middle back correct?) Put the horns on, plugs in, wires on, filled the oil.
Think I am ready for carbs......Yea
