I had mine soaking in metal rescue for the last three days to get some of the rust off it. Turned out pretty good but my question is do you oil the rollers during assembly, or do you leave them dry and let the system oil it after start up?

Like Greg said, since you're that far down into the engine, replacing the old pinch rollers/springs with new ones from a kit would be advisable, especially since you say there's some RUST on the assembly, possibly some on the rollers as well. The rollers are supposed to be fairly smooth and not pitted.
The kits are relatively cheap from PNM and such, about $10.00 IIRC.
I would also suggest checking out the actual starter shaft that the pinch rollers GRAB....check for grooves and such. A fellow IIRC from South Africa who was a TRAIN engineer of sorts posted in an email to the admin account about a starter clutch in his bike that was skipping, not grabbing. When he tore it down....he found the starter shaft damaged with grooves and such. He chucked it in his LATHE and smoothed it out, and then put it back together, and said it was working just great afterwards. JAT!

Partsnmore is $28 for the kit, but not sure on their shipping any more. Mikesxs has them as well for $30, but don't know shipping there either.
But yeah, that shaft they pinch needs to be nice and smooth.
