Easy-outs are made for fasteners that the head broke off or stripped out. They are not for removing seized fasteners. They will break 99% of the time in that scenario.
An easy-out can be drill out, with carbide. I know most of them are made of carbide also, but you can do it.I remove stuff like this quite often unfortunately. Ideally, a Milling machine is best so you can center the cutter and not damage the hole you are working on.
I have also ground a couple out with a Dremel and a carbide bit, that is a lot more difficult and not always successful.
