Just thinking here....Does it really matter? Having a low visible fuel amount in a filter does not make any difference to its performance. The fuel will still flow through and be filtered.

If you are worried about it then disconnect a fuel line and open the petcock to let fuel run out into a container. If you get a steady stream then everything is fine. All I would worry about is that the outlet is lower than the inlet to make sure you don't get an air bubble that stops the flow out.
I thought I wasn't getting any fuel at all in my lines and filters but actually they were full. Are you sure they aren't full and you aren't just seeing through the gas or can you see just a little fuel in them.

Thanks again for the input. In all fairness, I have Brant's phone number if I get in a bind and I am confident all I need to do is call for help. I got the carbs and petcocks cleaned again. I think I got it right this time. I have clear gas line so I can see the gas flow from the tank to the carbs. My filters now show about 3/4 and all was right in the universe, until I pulled the right side exhaust to check out an exhaust leak. The muffler broke off just at the slip on joint. I have tacked it back together to maintain alignment, then spent the afternoon grinding old material off to see what I'm dealing with. So far I have brass brazing, and maybe some steel welding rod, and what appears to be wire feed patching and arc welding spatter. It is an absolute mess and I might be money ahead to just look for a replacement right side. Another half hour of grinding/cleaning will tell me more.
