Headlight refurbishing kits help a lot with getting scratches out. Make sure you get a quality kit though. Won't be perfect but it gets a lot out.

I ended up buying a five pack of microfiber towels, and plastix cleaner polish.

I put a microfiber on a palmsander and went to town, kept the towel nice and coated with polish.

Then I removed it off the sander and used a clean towel to buff it off.

Finished by hand.
