I suspect you are seeing a trial installation photo. The headlight ears should have a chromed ring and a Tetraseal (square o-ring) top and bottom to keep them centred on the fork tubes. Hopefully Chris has those parts.
should there be 2 or 4 chrome rings... i found 2...
i'm thinking rubber, yamaha plate, rubber, headlight ear, rubber, chrome ring, tree clamp??

#3: My dad has access to a bead blaster at work, so i had him hit a few parts with it (brake pedal, shifter, pass pegs, misc hardware)... should i be worried about the rust showing up quickly?? should i seal it with clear coat??

    #4: also,
i have a brand new 130-90-16 tire i was going to use on a honda, but never did... anybody see any problems using this on the rear??

thanks everybody for the help... really appreciate it...

What you appear to have is the dust cover/spacer all in one piece for an XS11 rear wheel on a Special I believe. The other may well be for a Standard or the Front wheel.

What I have found and been able to make fit is this order, Fork cover..Rubber bushing....Headlight brackets.....chrome ring...top tree.

As to the rust issue, should not be that quick, but a shot of clear would not hurt.

The tire will fit fine on the rim. The real issue is how old the tire is, they have a "born on" date stamped into the tire, if it is over 5 years old, most folks suggest replacement.
Life is what happens while your planning everything else!
