    Why do you say that?

Keep in mind that the standards do not use the octy. They already have vacuum operated petcocks.

My vacuum lines are full of fuel.
        Here is how I have them connected;
        Octy - 1 goes to carb 1 & 2 & left front petcock.
Octy - 2 goes to left rear petcock.
Octy - 3 goes to right rear petlock.
        Octy - 4 goes to carb 3 & 4 & right front petcock.

With this added info, I'm thinking I need to rebuild both the Octy & petcocks.
        What do you all think?

As I'm sure you know, you don't have to rebuild the octy. You can hook the fuel lines straight up, sync em, and ride until you get your octy rebuilt. Just make sure your petcocks turn off and don't leak down otherwise your bike will flood while sitting even without the octy.

This is what confuses me. You have said "lineS" twice. There is only one vacuum line on your octy, right? It should be going from the octy, pointing forward, to the #2 carb boot nipple.

Don't know if this helps clear up any issues with how the lines are connected. I have a 1980 XS1100 Special. The Octy has 4 ports numbered 1 - 4. According to the Cylmer repair manual chapter 6, Pg. 155 shows the diagram for the vac/fuel lines.
Now you bring up another question that I have, on #2 carb intake I have the back advance connected. On the #2 CARB there is another nipple that I connect to the Octy.

The carb nipple goes to vac advance unit, intake boot port goes to the octy. The carb port is metered vacuum, you don't want that for the octy, you want constant manifold vacuum.

The advance vacuum line from the timing cover connects to the actual carb body. The octy connects to the #2 carb intake nipple. All of the other carb intake nipples get vacuum caps plugging them.

Sorry Phil. You beat me to it.

The vacuum fuel valve goes to the nipple on the intake. The vacuum advance goes to the nipple on the #2 carburetor.

A very bright light just went off in the garage.
I have two lines coming from the each petcock, one to the octy and one the the carbs.
Can you explain the system so I can post better.

So when I'm doing a sync, the octy has no vacuum going to it.

Exactly. You turn the petcocks to Prime for syncing

Yes it does. It's plumbed to the intake.

This what the plumbing is supposed to look like:
