I rewired my 78 so that the LED driving lights and tail lights come on when I start the bike and the ON/OFF switch controls the head light. I don't recall exactly what I did (hell, if it weren't for flashbacks I wouldn't have a memory at all) but with a wiring diagram it wasn't that complex. I bought a light bar for my bike and changed the incandescent bulbs out for LEDs. It works for me.

Dude was right. You can run a toggle switch directly off of your fuse panel and mount them underneath somewhere. You will need one for the circuit that feeds all the dash lights and headlight, then one for the tail light. If you are planning illegal activity I recommend spring loaded license plates that flip over at the touch of a lever.
I removed the reserve lighting unit from my XJ and will add a bar mount toggle switch so I can turn it off when I'm tinkering on stuff to avoid running down the battery. It's more reliable that way. I hate un-needed gizmos that can leave you limping home or stranded."The Hooligan" XJ1100, Virago Gauge Pods, Screaming Eagle Mufflers, K&N Filter, hand made rear fender, side covers, and solo seat, round bar conversion, small headlight, tail light, and cat eye turn signals, chip fuses, rewired the right way.

I re-purposed mine as an override for the headlamp modulator I installed at the output of the relay, with the switch in the off position the headlamp flashes, in the on position, the headlamp is on steady.
So, to get back on topic, a swap of the rh control with one from a 78, and a disconnect of the headlamp relay would get the results you want without a bunch of electrical jiggery-pokery.'78 E "Stormbringer"
