Good news. I found the other ball and both springs in the bottom of the soak bucket.
Georgefix doesn't sell the idle screws separately and I wanted new bowl gaskets so I ended up ordering four full rebuild kits today.
I must have gotten lucky and someone in the past may have removed the butterflies. The screws came right out so I'm going to paint the bodies, polish the tops and bowls, and paint all the small hardware.Nate
