The only purpose a gasket would serve is possibly to keep some dust out but it really wouldn't make much difference because there is nothing sealing in between it and the lip on the starter end cap.

LOL.. I had no clue what you were talking about. I've been into a quite a few of these motors and have never seen any sort of gasket there.. or even anything like stuck gasket material. I know for a fact that at least two of them (The motors) had never been touched mechanically.
I started thinking about if it was something they'd maybe done to earlier motors, but my first motor was from a '78, and there wasn't anything there on that one either?Try your hardest to be the kind of person your dog thinks you are.

Update...
I've finished polishing all the bare aluminum engine parts except the left & right engine covers. I've polished the round flat clutch cover & will polish the clutch case when it's off when I replace the friction pads this summer. What I want to do next is polish the left side case cover, the one the shifter runs through.
Other than draining the oil first, Is there anything I should be aware of before removing this left side case cover or putting it back on? Any good things to know first? I'll be using anaerobic sealant instead of a solid gasket.
