FWIW, my rims were out of balance a bit with nothing on them as those castings really aren't very precision, even after all the grinding and smoothing I did. I checked the wheels for their heavy spot before mounting tires, then lined the white dot up with that mark, not the valve stem. They ended up pretty close that way, I'll toss some Dynabeads into them once they're on the bike.

LOL..... This why I'll never admit just how long it took me on mine.....
I will say that power tools speed it up some, but they're hard to get in everywhere. For material removal, I ended up getting the best results with a single-cut carbide burr, but you have to continually dip it in a lubricant (ATF works best) to keep it from clogging. Another help is an aluminum-specific file (yes, there is such a thing), again to prevent clogging.
To initially cut down those webs, I used a drill; swiss-cheesed it until most was gone, then a 5" grinder to get what's left more or less level, then final shaping with the burr and file.
Saws all takes off the majority of it real fast! I drilled one hole in the center of the rib and then another in each side where the rib goes up the leg. Saw down each to the outer rim and then saw across from the center to the corner. Then ground it down to about 1/32" with a coarse carbide bit.
For the most part I got three sections done.
