Come to find out that the PO did all of that wiring work for nothing, just needed a new headlight bulb

Sounds like the RLU is bypassed or not working which means a burned out bulb doesn't turn on the headlamp indicator and switch to the other filament like it normally would. I personally am glad for the RLU but it's not fatal to not have it working, it just means you have to keep track of the light on your own. With a working RLU if the bulb burns out the headlamp indicator lights and the other half of the headlight bulb lights at half power.Cy
