Okay guys, I'm glad to have that straightened out for me. I hope to get some time this afternoon to dig into the carbs.
    Thanks

I took the carbs apart this afternoon and cleaned everything again. The emulsion tubes looked good, but my floats were quite low. (with the carbs upside down) I set them all to exactly 23mm. It started great on full choke. I let it run for about a minute, and put it to half choke. After about 3 or 4 minutes it started to rev right up. I turned the choke off and it settled down to a nice smooth idle. I revved it up and everything seemed good. I went through the gears, on the centre stand, and all seems good.
I'll have to wait a bit before I can take it out for a proper test, but it's at least at a way better starting point. Now I have to get a carb synchronizer.
      Thanks again guys.

Congrats!!! And for future purpose the 23 is +/- .5 mm.

As to synching, I use a mity-vac for the vacuum gage hooked to a plenum made out of PVC pipe and a single tube. I go carb to carb and read the vacuum, adjust with it hooked to one to the midpoint of the two and measure again. Takes longer to get it set right than a four gage set. But pretty dang accurate really. And cheap, which is my middle name...sooooo.

But I paid about $50 for my 4 gauge set and it's sure nice to get it warmed up, hook up the 4 gauges and have everything set generally in less than a minute (once they are hooked up). Well worth the money in my opinion, but YMMV.

I figure my time is worth enough to make the time savings pay off the higher cost pretty quick.
