Well, they are locked together like any other double nut setup, so you need to turn the top one only first. But otherwise, yes, they just turn like any other nut. Try spraying the crap out of those threads with some penetrating oil like PB Blaster or the like.

I have found that a sharp rap with a hammer and punch in the usual direction on the top nut will get the jam nuts free of each other. Pb blaster or other will definetly help.

yeah, penetrating oil works wonders, eh?
Us bodgers whack them loose with a hammer and chisel because we don't give a toot if they get marked up.
Skilled mechanics use two spanner wrenches that you can get from real tool shops or from Drummond McCall.
One spanner wrench will usually undo the nuts if you turn the top nut first but you need two of them for reassembly because
you set the bearing preload with the bottom nut then you need to stop it from turning as you jam the top nut against it.
Now is the time to drill & tap the steering head tube to add a grease nipple so you won't have to tear the fork down the next time the bearings need grease.
