How to Test Ballast Resistor??

What should a good ballast resistor read in ohms (off a '789 xs1100)? I thought I had a bad one, got another (used but supposedly tested), and it reads the same. Both read '0', the same as when I touch the 2 ohm meter probes together.
BTW, the bike still doesn't start without jumping across the solenoid.

1.6 ohms + or - 10%
