you did check the bulb in the tach, didn't you? If so, you can jump out the switch at the connector near the back of the tank to see if the switch is bad.

If it is the bulb can I get it at any parts store? And If its the switch
how do go about changing it. can it be tested with a multimeter.

Yeah, the bulb is available probably even at Walmart. It's most likely that it's burnt out. You'll have to unbolt the tach by the two nuts underneath(not too easy to get the inner one back on). There will be enough slack in the wires to pull the guage out, and the bulbs are held in by rubber. I would swap it with the neutral light and hit the key switch to see if it works. If it's not the bulb, we'll talk about the switch. I don't want to water your eyes too much.
