If it's that badly bent that it's restricting the airflow that much, then YES, it will be the cause of the poor performance. I had an old T-bird with a 4 cyl with turbo. It ran great until one day when it was acting very doggedly. I checked the exhaust and noticed that I couldn't feel much coming out of it. Took it to a muffler shop. The honeycomb matrix inside the catalytic convertor had gotten all broken up and twisted and turn every which way, and was severely restricting the air flow thru it, hence the bad performance. The engine needs to Exhale as well as Inhale!
