I don't know what range rpms it is fouling, but if its fouling at 4000 and above (well above the transition) then, besides the float level, you might check the press-in main air jet. With the carb right-side up, it is at the 4 o'clock position. If that air bleed is plugged, the main jet will use gasoline at a higher rate.
