Snow, I had a similar problem about a year ago when I installed the; "cones". I found my trouble to be on the filters that I was trying to use was a big shoulder on the intake where the filter slides over the carb air horn. This shoulder was so big that; A. it restricted the air intake. Acted as a manuel choke was partial on at high speed. B. The shoulder butted up against several (4 I think) air metering holes around the outside of the carb air horn. This disrupted several curcuits within the carb.
Bike ran like S--t on them. No amount of float hight changes or jet changes helped.
Took the cones off, went back to stock jets and stock air box and the bike ran the way it should.
