When I started driving here is CA, they still had random inspections. The Highway patrol would setup checkpoints, and would stop vehicles at random, those stopped and who passed would get a sticker for the windshield and you were exempt from getting stopped again for a year. If you failed, you got a fixit ticket, unless it was something you could fix on the spot (like a light out and you had a spare bulb) in which case you got a pass and a sticker. Our great Gov Gerry Brown decided that the program cost too much, and cancelled it, or course in the process losing more in federal highway funds than it saved. I wish they still had that program, my vehicles are always kept in passing condition and frankly I have seen the condition of vehicles continue to decline since that time.
I see cars all the time with no taillights, and unless a cop happens to get behind them and see it, they just keep going around like that until someone rear ends them. And then they keep driving anyways unless the car won't go anymore.
