As to the endorsement, here in Ohio in the USA, you have to pay a fee to maintain your endorsement when you renew your license. If you do not pay the fee, you lose the endorsment and will need to retake the test and such to get it reinstated. Another way our gubment keeps us paying for things.

Fred's scheme would work, just kill your credit. If you do not plan to purchase anything else in the near future, no harm done. No place is going to let you take the bike without them getting the difference in the value of new and used.
Life is what happens while your planning everything else!

When your work speaks for itself, don't interrupt.

The guy in question is in Nebraska in the USA and I am also and there is no fee. I was asked one time in my 11 year hiatus if I wanted to remove it and I said just leave it on there. The other times I renewed they didn't ask, just left in on. Since there is no retest or fee's in Nebraska to maintain it it begs the question of how long it's been since we was licensed.

          Um....no

If I knew and trusted someone well enough that they could ride my bike under any circumstances, there would not be a fee involved (he'd pay for his own gas is all)
The whole thing sounds screwy, and I doubt anyone letting this guy ride his bike will see it again.
