    I defy some green attendant to fill a small motorcycle gas tank without spilling gas all over the place thereby allowing more VOCs to escape and creating a fire hazard. Who thinks this stuff up? I hope ABATE gets on this one if they already aren't.

    Interestingly, in Japan you aren't allowed to pump your own gas or even drive up to the pump. You drive in, get out and an attendant drives your car to the pump and fills the tank. He then pulls the car off the gas dock and lets you get behind the drivers seat. He then stands in the street making sure you have a safe exit from the gas station! Dunno what they do with bikes.

      As far as taxing per mile, that shifts the tax burden (from gas) to travellers, or those that can afford to travel.
      Do you really think that they would actually shift the tax burden. Shifting implies that they would get rid of the original tax. More likely they would add this as an additional tax.
