I just bought a 1979 Yamaha XS1100S and while I was messing with the carbs this fell off and then there was leaking from the area in the second image. Does anyone know what this might have come from or what I should do about it?

The tube might be vent tube for the carbs.
The area in the second picture is notorious for oil leaking out of the plug on the end of the cam chain tensioner. New plug is still available for a few dollars.-Mike

Maybe it was blocking off the prime outlet on one of the fuel taps. It looks like automotive fuel line. What is that red plastic crap?2H7 (79) owned since '89

It looks like cheap red duct tape. An obvious previous mechanics master creation. Perhaps it was a makeshift tensioner plug. Here is the correct part:
