I went out to investigate and it appears you CAN open it without a key, at least on my Special (not sure if they’re all the same).

The locking mechanism is a pivoting hook which latches beneath a rod mounted to the tank. There is a small tab protruding frontward, just beneath the chromed outer top of the cap. When this tab is pushed backward, it makes the hook pivot off the rod.

I was able to use a small screwdriver and, while pressing down on the cap to relieve some spring pressure, I pushed this tab backward enough to release the hook and open the cap.

Be careful not to scratch the tank!

    Good luck

I took my bike to a lock smith and had a key made for $25. The key now works for all of the locks.

The idea provided to push back on the tab under the cap is probably the best way to open the fuel tank without messing up the lock. There is another way though. The rod on the tank has a real small circ clip on one end. You can push it off the rod and then pus the rod out the other side, releasing the lock. Be careful you don't loose that circ clip, cause I am betting it may be hard to find one that small.
