When I had progressive fork springs put in my XJ, it was done at the Americade rally by Progressive techs. I asked them about fork oil quantity; they replied they don't go by the factory numbers. Instead, they fill the fork tubes to the level specified. This is measured in mm or inches below the lowest part of the fork tube lip.
According to them, this takes into account for wear, and in my case, any differences between the original spring design and the Progressive design.
So if you don't have a way to mesure tenths of an ounce, try finding out what the level should be (I don't have a manual handy, but it is there, at least in the XJ manual) and measure using a common mechanic's rule. These are flat, and are marked in mm on one side. Needless to say I am running Progressive oil in my forks.

I just rechecked my Clymers, and there is no mention of any fork oil measurement...just the amount in fluid oz. I keep a small, glass measuring cup in the shop for just such a purpose. It comes in handy when to ing the middle and final drives, also.
