It is routed throught the opening welded on the steer tube, isnt that where it is supposed to be?

Throttle Cable Issues

Same thing happened to me when I was working on Jazzrats's bike. We were working on his bike and I believe we disconnected the throttle cable to work on something. When we put it back together, it started and revved very high. No matter how we tried to re-route the cable, same problem. Fortunately I had an extra throttle cable. I put it on and routed the same way. All was OK then.
I can only suspect the cable was binding. The old cable did move freely when it was off the bike.Owned by a pair of XS11's. An 80 Standard and a 79 Special.

I just looked at both of mine, and although I didn't/can't remove my tank, I could see that the cable is routed between the headlight bucket, and the mounting ears, then it runs along side the right side frame rail at the front of the tank, and then it runs toward the center of the engine before it attaches to the carbs. What I would do is try to find the shortest distance to route the cable. Ty different routing util you have some slack at the carb end of the cable. I wish I could see what you have there, as it is actally a fairly easy job, and cold be corrected in 15 minutes. Are there any other members that live in your area? FRom what you have described,it has to be a routing issue.

I remenber trying with the fuel tank off, running it from the throttle and directly connecting to the carbs with the original cable and it would hold open the butterflies some without twisting the throttle at all. It was like it shrunk a little while it was off.
I agree with John as to the way to run the cable. Along the handlebar, down behind the headlight and along the right side of the frame. If I remember, there is a bracket along the side of the frame to run the throttle cable through right behind the triple tree along the side of the frame (under the tank). From there, it goes to to the middle of the frame and down the the carbs.
As to the binding theory, I would say it is possible. Perhaps in the sheath after removal, some of the twisted cable became un-twisted causing it to shorten. I wish I kept the old cable so I could have pulled it from the sheath to verify that.Owned by a pair of XS11's. An 80 Standard and a 79 Special.

What I recall is we pulled the tank to work on the carbs or something and pulled the throttle cable off as well.
When we got done, I put the cable back on routing it the correct way, put the tank on and started it back up. Then it was revving high and we shut down the bike.
Tried it again with tank off, same thing.
Re-routed the cable with tank off, same thing.
Put on a second cable with tank off, no problem.
All back together with second cable, no problem.Owned by a pair of XS11's. An 80 Standard and a 79 Special.

A new cable never hurts, but it's a shame you have to throw parts at it, instead of being able to repair the problem. If you should replace it, be sure to lube it prior to installing it. As far as posting pics, I really have no idea on how to do it. I am a computer dummy. If it doesn't come on when I push the button, then I'm screwed. If you do end up buying a new cable, get two...it never hurts to have a spare.
