Carbs cleaned and cleaned again.......Off the bike, all the slides move freely, except one which moves but is sluggish.........cause?

Diaphram slide is varnished and sticking in the carb.
Diapram slides' needle is varnished and ...
Diaphram slipped out of it's groove under the cap.
Diaphram's spring slipped out of it's holder on the cap and is
    binding/bunched up.
OH, re-read your post. Moved fine off the bike but sluggish when on. Are you watching the carbs when the bike is running with the air box off? Plugged vacuum passage to the slide diaphram, the diaphram is pinched or has a small pinhole.
